The House's continued hearings on the issue undermine the claim of interference. If the proceedings were truly disrupted, the hearings would not have progressed. The lack of clear linkage between Atty. Lopez's actions and any obstruction of congressional functions negates the alleged contemptuous behavior. The contempt order violates Atty. Lopez's constitutional right to due process (Article III, Section 1 of the 1987 Constitution). It reflects a blatant abuse of authority and undermines the integrity of legislative functions. Atty. Lopez, as a government official, has the right to appeal and defend her actions in accordance with the law. Atty. Lopez should immediately file a motion for reconsideration or appeal the contempt order. Her appeal should emphasize: 1.) The lack of factual and legal basis for the contempt charge. 2.) The House Rules' requirement for clear evidence of obstruction, which is absent in this case. 3.)
