It's because the bottom piece is split into two pieces. When he flips them over he doesn't shift the bottom pieces.

the smallest pencil it just shows the tip as you turn it around it changes the colour to blue or red it just show the bottom colour not the top it

4th from the right is split so that the tip can be placed on a different color. 4th from left when flipped.

the bottom half has only 6 red and 6 blue pencils. If you look in the top half youll notice there is a white tip that changes red to blue

The fourth pencil from the right is just the top of the pencil. It starts as a red and finishes as a blue

The small plastic piece is suposed to be on the right side of the lower part when he flips it. The colors line up and shorten one of the pencils.
