I believe they mean free of added oil. Something may contain an oily substance.

y’all these are for dry skin. they need lots of moisture and sometimes lots of oil is extremely good for their skin.

this is not oil but the ceramides in it!! ceramides are natural oils found in the skin- theyre meant to repair the skin
