as an owner of a reactive dog I completely get it, I could do everything to keep my dog under control but dogs running towards her isn't good for her.

because that dog is not a Rottweiler and Rottweilers a very vicious untrusting dogs that have been a lot of damage to a lot of people over and over

well I have a basic rule....if someone has their dog on a lead, mine goes on the lead. if their dog is off the lead then mine is off the lead
