crossing over is way safer in my opinion. if you frantically keep turning like the 2nd way you’ll have less control

In what way is it safer? In the netherlands we are taught that method 1 is for 'slow' speeds and it takes too much time to 'feed the wheel'

It is not safer. It’s much slower and a lot more “jerky” which can easily cause a sudden unbalance in the car which can Cause you to spin out.
