I think you are missing the point of the refunds. They are poor persons savings. Most people cannot save money to invest.

Its true but not everyone knows exactly what their income will be jan 1 so we recalculate nxt yr (for example: base+OT or commission)

well actually what you said isn't true. Getting a big refund doesn't mean you over paid it might mean you didn't make much and have kids

when I was living paycheck to paycheck,a bigger refund was beneficial bc there was little opportunity cost (except to waste it) 😂
