The Senate on Tuesday easily confirmed Doug Collins, a former congressman and Iraq War veteran, to serve as Veterans Affairs secretary.   The vote was 77–23 with all votes against coming from Democrats.   In his confirmation hearing last month, Mr. Collins vowed to uphold the central mission of the VA and improve on its services.   “Veterans will always be able to use the health care system, the issue is how we make it better,” he told the Senate Veterans’ Affairs Committee. “We don’t do the same things 40 years ago that we do today. Our newer veterans deserve every access to finding care where they can.”   Mr. Collins pledged to defend a program introduced during the first Trump administration that gives veterans the option to seek health care outside the VA.   The program allows vets who have to travel long distances to a VA facility to receive primary care and mental health services outside the agency’s system. “The VA does not exist in and of itself.
