have you tried Indian almond leaves or another tannin source? it'll color the water brownish so don't worry but it often helps with various things

It can take a long time for gills to grow back, sometimes more than a year. Just wait it out and keep up with water changes.

I would suggest Indian almond leaves! I just started my care for Axolotls a little while ago and her gills were short, but now they’re super long and fluffy!
