I suggest rash guards! i.play by green sprouts is the brand I have for my toddler. they also have hats that offer uv protection.

Target has good ones that have sleeves and snaps at the bottoms or 2 pieces that are like a rash guard and bottoms so covers the same.

I and my kids have super fair skin so we all wear the long sleeved swim shirts! a bit more spendy and harder to find but bonus bit as much sunscreen
