If your dog is that reactive then muzzle it and don’t take it to an area that is likely to have a high amount of dogs off lead.

The GSD in my opinion is the problem here as the other dog didn't approach too closely and did move on when the owner said it's name.

The dog was not within 6 feet of the aggressive dog. Keep the aggressive dog at home if it can’t bear to be near any other loving thing

she made her dog react by pulling the lead and putting so much tension on the lead. she knows her dog is aggressive that's why she is filming it.

am I missing something? the dog did not approach the dog on the bench, simply LOOKED, walked on and was recalled by the owner straight away.
