If there were ever to be a Con based Caster, it should be a Blood Mage. Deal self damage to deal damage or heal allies.

pathfinder has this. it's called the kineticist. basically an avatar style bender that burns hp to be a blaster caster. it's fine.

I had this idea where the class didn't have hit dice but every spell slot counted as one, so a level 1 would have 2d4 hp, the con would only used once
