Being in Route Sales mostly turnpike's at least you are absolutely not allowed to unload anything and reload on the highway.

you cannot unload and load cattle on the highway. the trooper has authority over the sherrif on the highway. period.

The Sheriff has total authority over any and all other law enforcement officers! As per the Constitution! That state pig should have been arrested, or agree to pay for any cattle that would have died
