As a former derm nurse this is something that needs to be Tx by a dr. This is possibly peri ocular sebhorreic dermatitis or another ocular dermatitis

I get this on my eye lids from time to time. It’s a type of dermatitis not dirt. I get it when my eyes get irritated from certain products.
