That’s the weep point for the siding (where water comes out) you may end up with rot if it’s wood frame. Good luck.

Sorry but I’ve never seen that, looks odd to me and if the brick is up against wood it would absorb moisture and hold against the wood.

Builder should have given you a price. Brick mason or any other sub contractor should never have given you a price. Steps are wrong and no flashing.
