Cellophane is actually derived from wood (think cellulose) so it is diff than plastic (is tech. biodegradable), this particular cellophane is recycle

Every time I use a henna cone that has been wrapped like this, a sticky liquid always leaks out while I apply the henna. Why does it do that?

Imported flowers have to be fumigated before entering the United States, so wash the cello well and you should be good.
