It’s called Polytetrafluoroethylene tape or PTFE, it’s hydrophobic and repels water so I’d say it’s a sealant ..

We have well water. We have to use this tape if we want to leave a hose connected. Otherwise corrosion will fuse the hose to the faucet.

It’s not a lubricant it’s strictly only a seal .. and then when you put dope with it it becomes a lubricated seal .. been plumbing for 10 years sir
