Heck yeah. If someone's tribe claims them, that's what matters. 1% can be meaningless, or mean everything, it depends on your tribe.

My tribe is very small, only about 3,200 enrolled & there has been talk of this. Our tribe would be wiped off the map in only a few generations 😒
