It meets code per IBC. Pressure treated is only one of the ways to meet the code. Separation is another.

I like to double plate the bottom so I have something to nail my mop board to other then just the stud every 16" it makes for a better fit

6in wide tape, wrap the 2x4 done son. did it in my basement and left the 2 x4 1in away from wall closed cell spray foam and done.
