some paint markers do that I suggest using a primer or topcoat first then the marker

a helpful tip if you let the Chrome worker sit on there for like a week or two it'll make the Chrome more like chromey

Chrome pens like that and pour type markers do not mix well with ABS plastic. My guess the frame was made of ABS

if you look at the description panel on each runner, it will usually say the type of plastic used. if it's ABS, never use a gundam marker on it

WARNING! Gundam Paint Markers & Liquid panel liner will break plastic when used in large amounts. Its only meant for small detailing!
