You can call timeout with 12 men on the field as long as ball not snapped and idk why refs blew that pass dead if he want out of bounds and that’s a

I’m a raiders fan, this game was reffed terribly both ways. Raiders got a few calls handed to them later in the game.

12 men on the field is only a D penalty if the ball is snapped. On O 12 in the huddle is automatic.

If there’s to many defenders on the field the offense get a free play and they can decline the penalty if they get good yards.
