Does the pull start work? If it doesn’t, you need to pull the plate that holds the string. Then you need to manually turn the crank shaft to the right

try taking off the starter and see if you ca pull the rope. if the engine doesn't turn the engine is siezed.

Bad Starter.. Supposedly long extension cords can fry your starter, apparently your supposed to use a short cord to prevent that from happening.

prime the crap out of it ( like thirteen times) then pull the cord with full choke on.

pull the recoil handle to see if the engine will turn, if it does you should be able tostart it manually..... you may need a new starter.
