Spray with waterproofing spray when you do it, it moistens material which helps with stretching - former shoe store manager

If they aren’t real leather they won’t stay stretched (worked in shoe store for 10 years) so be sure to stretch the day before you plan to wear them

If they still aren’t perfect, put on a pair (or two) of socks, put the boots on and blast with a hairdryer. Walk around in them until they’re cooled.

Just keep in mind. That even if they don’t stay stretched that after a few wears they’ll stretch on their own as you break them in!

there's also a products called boot stretch that you can spray on that helps its what I use when I'm breaking in new tall riding boots
