i think if people entering the contest know the terms then it seems fair. professional graphic designers may not sign up on mass though

you should feel generous that you're paying the top 10. 90% of the time only the winning submission is paid. this is how most logos are created too.

it seems comparable to me to having people put together a bid for a project. A bid package in itself can be quite a bit of work that isn't paid for.
