It said Palestinian refugees had a right to go home: "It would be an offence against the principles of elemental justice if these innocent victims of the conflict were denied the right to return to their homes while Jewish immigrants flow into Palestine." By the UN's own estimate, 360,000 Palestinians were refugees by 10 September. The next afternoon, a jeep blocked his car in Jerusalem's Qatamon, a Palestinian neighbourhood whose families were already gone. A gunman fired through the window. Bernadotte was killed, and so was the French officer beside him, Colonel André Sérot. The killers came from Lehi, the militia also called the Stern Gang. Israel arrested hundreds of its members. Within five months, an amnesty had freed every one of them. In May 1949 Israel told the UN it had not found enough evidence to charge anyone with the murder, and that it did not regard the case as closed. No one was ever charged. Lehi had three leaders. Historian Avi Shlaim and journalist Ronen Bergman name one of them, Yitzhak Shamir, among the men who ordered the killing. He was never charged with it. Decades later he became Israel's prime minister. Israeli historian Benny Morris wrote that, on the refugee question, "Bernadotte's murder worked to Israel's advantage." Bernadotte had made the right of return his personal cause; the UN man who replaced him pushed for it far less. Under a limited family-reunion scheme, 1,965 refugees had been allowed back by September 1951. Almost none of the refugees he spoke for were ever allowed to go home.
