Soil scientist here! Your native soils don’t visually appear to be mostly clay. I would guess that’s a sandy silt loam.

It’s definitely soil, just maybe not the most ideal for gardening. If it had less O-horizon and more A and B mixed in it would be better but cost more

yes! I mix soil into any potting soil or mixes. if you have clay/sand buy some top soil
