In slow-mo it looks intentional. *Why ref Lahoz + VAR didn’t call it in 2022:* 1. *Law back then*: Handball = must be “deliberate”. If arm is close to body/“silhouette”, refs let it go. Messi’s arm was tucked in as he turned. 2. *Ball-to-body*: Ball came from close range off a pass. No big swing of arm toward ball. 3. *VAR threshold*: Only intervenes for “clear and obvious error”.
