They can click their mic button a certain amount of time and it turns them on or you can adjust the brightness

Kind of but they can’t control it from their plane obviously they have to ask ATC to make it brighter or darker

It is true. it's mostly at airports that don't have ATC/ATC closed for the night.

You control it by clicking your mic button a number of times. 3 for low setting, 5 for medium, and 7 to blind yourself
