Ours is on his tops. I keep a bag of damp washcloths in the fridge for him to gnaw for cool relief. Also frozen berries in mesh feeders seem to help.

If they take a pacifier, we used to squeeze it under water and fill up the pacifier with water then freeze them. we had at least 20 frozen at all...
