If you have a paint sprayer, you can quickly spray the walls with some white masonry paint. Then put down a moisture barrier, and some stone/gravel.

I would concrete the floor and try to seal the block walls or if it is a wet basement put in a sump and drain.. put channels along the wall to run to

Consider putting pea gravel or small decomposed granite on the floor of the basement it will eliminate the dirt and it will keep things tidy
