or maybe its CTB(concrete treated base) finished with a blade, then rolled. then they'll spray tack to help keep the moisture in so it doesn't unravel

When I did that I would turn the last nozzle that way I wouldn’t get any over spray. But I was on the highway. Beautiful shot
