bayleaves are an interesting herb, because its fat soluble. most herbs you can add to water, and they will seep into it, but it doesn't really work with bayleaves. thats why getting the flavour out of them is so hard, and it's hard to recognise if it's in or not. I recommend trying bayleaf infused oil or opening the flavour using butter, and you'll get much more of a flavour payout
