In Marxist theory, the ultimate goal is a classless society in which exploitation is abolished. Historically, however, communist regimes have developed in different ways, depending on their leaders, national circumstances, and interpretations of Marxism. Nicolae Ceaușescu, the leader of communist Romania from 1965 to 1989, is an interesting example of national communism. Although he maintained a communist economic system based on state ownership, central planning, and the dominance of the Communist Party, his ideology increasingly emphasized Romanian nationalism, national independence, and the country’s historical identity. Unlike leaders who closely followed the Soviet Union, Ceaușescu pursued a relatively independent foreign policy. He publicly opposed the Soviet-led invasion of Czechoslovakia in 1968 and refused to participate in the invasion with Romania’s forces. He also sought diplomatic relations with Western countries and China, presenting Romania as an independent socialist state rather than simply a Soviet satellite. Ceaușescu combined communist ideology with the glorification of the Romanian nation, its history, and its sovereignty. His government promoted national pride and increasingly portrayed him as the great leader of the Romanian people. This approach became known as national communism because it placed national interests and identity alongside, and sometimes above, international communist solidarity. However, Ceaușescu’s regime was also an authoritarian dictatorship. Political opposition was suppressed, censorship was widespread, and the secret police, known as the Securitate, monitored the population. His personality cult grew increasingly extreme, while his economic policies and efforts to repay Romania’s foreign debt contributed to severe shortages and declining living standards during the 1980s. In conclusion, Ceaușescu was not simply a conventional communist leader. He maintained the fundamental structures of a communist state but combined them with an increasingly nationalist and authoritarian political project. He is therefore described as a national communist because he sought to build and preserve Romanian socialism independently of Moscow while placing strong emphasis on national sovereignty, patriotism, and the glorification of Romania. His regime nevertheless remained a communist dictatorship rather than a democratic or genuinely classless society.
