Two oil wells hit aquifer in mid 1980s the oil company abandoned the wells and aquifer has been emptying ever since. Shouldn’t they have been plugged

That looks like it had a lineshaft turbine in it.They require oil to lube the drive rod that spins the pump. A lot of lineshafts will leave oil behind
