I would start by taking the bracket off 1st the bolt shown doesn’t thread through the bracket. Unbolt the bracket and then use an easy out or a pair

My problem is that most bolts that break off on me, are due to being corroded and seized. this process won't work.

I’ve had a lot of success drilling and tapping stuff with a left hand tap and using a left hand bolt to back broken bloats out.
