Ours does too. Prior to rescue, they weight trained him pulling slabs. I don’t mind either. He loves it and it’s enrichment for him.

Believe it or not the best way to train a dog not to pull is to catch/stop them before they do it. And stay consistant. They get it after a bit

I have an Alaskan Malamute sled dog and I found a martingale collar is better than a harness.
