You should turn the pc on and run it for a bit so the cpu can heat up or use a heat gun or hair dryer to make it easier to remove.

I didn’t that once with a pc I was building for someone, luckily the motherboard was dead and was getting replaced with warranty

This. This is why you let it run and stay on and do tasks to heat up a cpu. More for ryzen than intel but comes off without a problem every time.
