I don’t think Medellin or Cartagena is underrated. They’re prob the top 2 cities visited in Colombia. Cali on the other hand is underrated

None of these are underrated. Both Cartagena and Medellin are two of the most expensive cities to visit compared to other amazing places in Colombia.
