Mayroon po kayong Concurrent Resolution No. 10 of 2011 about Liquidation by CERTIFICATION. Wala po talaga akong mahanap ng document that it was rescinded. So in the absence of one, ibig sabihin po ba ganun pa rin ang sistema ninyo? Ang liquidation by certification po ba is a good system of good governance? Is there more transparency pag ganyang paraan ang liquidation? These are the total amounts spent by your office, including Committee A and B. 2022- ₱115.15 million 2021- ₱109.18 million 2020- ₱94.47 million 2019- ₱94.13 million For the 3 different types of MISCELLANEOUS EXPENSES, your office and your two committees had spent a total amount of ₱137 million. 1) SENATOR’S EXTRAORDINARY AND MISCELLANEOUS EXPENSES 2022- ₱11.4 million 2021- ₱10.8 million 2020- ₱10.8 million 2019- ₱10.8 million Wala po itong breakdown na nakalagay sa audited financial statements ng COA. 2) EXTRAORDINARY AND MISCELLANEOUS EXPENSES 2019- ₱1.92 million 3) OTHER MOE 2022- ₱28.00 million 2021- ₱24.73 million 2020- ₱18.29 million 2019- ₱20.26 million I think we deserve some explanation. Sabi po sa Sec 20, Article 6 ng Constitution dapat bukas po ang libro ninyo. SO, HOW MUCH OF THESE EXPENSES WERE LIQUIDATED THROUGH CERTIFICATION? Please show us the disbursement reports. Make your disbursement reports open to the public, publish them online for easy access to the public. Ipanukala at gumawa po kayo ng batas ukol dito para lahat po ng mambabatas should LEAD by example. Look how the first world countries are so transparent with the use of public funds, like The US Congress and The Parliament of Canada, their disbursements are accessible online, QUARTERLY po ginagawa, EACH member.
