Oh! I just meant why a flexi lead vs a leash. You’re right that most dogs on a flexi lead aren’t properly trained. Probably why I hate them so much.

I generally follow the same rule, but if the other dog looks okay I let them greet presume that if he’s off lead the owner is okay with that.

I do the same with a long line. I’m definitely not muzzling my dog because others have their dog off leash and don’t care about their dogs safety.
