Maybe this is just because I’m in the US, but I don’t trust a hospital disciplinary board to tell me what had happened. The 2nd surgeon was right!

He should have left it to an ethics board or governing board decide the appropriate action. It was not his place to inform the patient.

Since surgeon 2 is a whistle blower, wouldn't it be the responsibility of the oversight authority to inform the patient, rather than surgeon 2?

As a dentist I often see terrible work even neglect by previous dentists. I just tell the patient that there are problems that need to be rectified.

if S1 should be disciplined, should it be by S2? if not, then he should not be the one to tell patient. it should be by the disciplinary body.
