i use this by itself most often and my hydrating concealer but my halo glow still ends up looking cakey even WITHOUT foundation. help??

I used this as if it was foundation and my concealer started to lift. I prep my skin using the elf daily dew stick then the bubble balancing primer and finally the elf primer. What can I do so the concealer doesn’t start to lift?
