To mig the metal has to be clean as in spotless. 0.23 is the correct wire for welding exhaust pipe. Turn the welder down its way to high.

I find a mig with argon needs really clean metal to weld smooth. Where a flux core welds rusty metal better

Your old pipe not ground down. For that type of work you may want to consider flux core wire. Doesn’t have to be as clean

I have same welder. #1 why argon? U need mig mix #2 wire speed at 2 to 2.5 on a or b for heat for that thing steel

You’re doing just fine frank. It’s not the equipment. Clean that rusty pipe and steady your hand… welding is a pattern. And watching both sides melt.

If your gas is only argon that’s one of your problems . Argon is no good for steel with any rust .

I use 023 wire for everything , it's better down low , gas should be closer to 15 , no rust with mig , clean it up , prep is everything

Mt setting for old and busted to new on that machine is the same, but I run 12 to 18 on the gas depends on the pipe.

Get yourself some blue shield, number 8 I believe. If you want to get real good welds then use a dual shield.
