That’s the new wiresless electrical outlets and lights, and the slack is so a tech can kink the wire to stop the flow of electricity for quick repairs

Inspectors check that it’s a safe installation. If the electrician wired it wrong at it don’t work that’s not the inspector’s problem

That’s a release to get energized by the local utility provider. Your roughs don’t have to be complete.

the slack for that wire is for duct work to be run through. us hvac guys love that. saves us hours.
