if the paint is good quality, don't you think the problem is the plaster, why's this problem only in UK, need a new rethinking system for plastering

what's best filler to use on hairline cracks on ceilings? Decorator myself but they are a ball ache and running out of ideas.

I have skimmed walls and one wall (external), all the paint is slowly bubbling and peeling. I don’t know if it’s damp/plaster or condensation.
