in AZ it's a code violation to not be connected to the grid if there is one in the area, but for this ... it isn't illegal

Generally, to get a certificate of occupancy you need power and water connections. But you don’t have to use them. You can be off grid.

companies install them but hook them to the power grid. sends the power back to the power company and you just use their crap. I tried to go off grid.

Eh, that's not necessarily true. The solar most companies install are attached to the grid. In most cases pump power back into the grid actually.
