Nationwide laws: anyone merging onto another artery of traffic MUST give right of way to traffic ALREADY THERE. Not FORCE your way into traffic.

If someone is new to the area, they probably didn’t know it was a merge lane. Hence why they stopped. I know I would have.

I haven't seen many merging turns like that. I've only seen where they merge directly into the oncoming lane. I really like that this one gives you a good amount of space to merge.
