The State Department said there are “intensive efforts” underway to locate American journalist Austin Tice, who had been held captive in Syria for more than a decade.   “We will not rest until he is returned home safely to his loved ones,” Matthew Miller, spokesman for the State Department, told reporters Monday.   Mr. Tice, a former Marine and freelance journalist, was abducted in August 2012 while reporting from Damascus on the uprising against then-Syrian President Bashar al-Assad.   No group claimed responsibility for his disappearance, but the U.S. government believed “with certainty” that he had been held by the Assad regime.   Mr. Assad’s government was toppled over the weekend following a 13-year civil war, giving hope to efforts to secure Mr. Tice’s return home.   The Assad government’s remarkable collapse happened as rebel groups, led by Hayat Tahrir al-Sham, launched a lightning offensive, capturing Aleppo, Hama, Homs and the capital Damascus over the course of days.   Mr. Assad had ruled Syria since 2000 after taking over for his father, Hafez al-Assad, who seized control of the country in 1971.   The ousted ruler and his family fled to Moscow, where Russian state media reported they had been offered political asylum.   Mr. Miller also said the U.S. supports a peaceful transition of power to a “representative, accountable” Syrian government through an “inclusive process” led by the Syrian people.   “During this transitional period, the Syrian people deserve respect for their human rights and fundamental freedoms, the resumption of key services, and the protection and participation of marginalized populations, including members of minority groups,” he said.
