The measurements don’t matter or what liquid you use. The trick is to add just a little bit of liquid to the cocoa powder to fully dissolve and make it a syrup. Then add the rest of your liquid.

😭😭 You need boiling milk or water from the kettle or stove top. Put mix in mug then add water or milk.
