theres a second theory as to why they over hang and its because tax would only be calculated on the square footage of the base of the building, so they could pay less tax but have bigger houses by building bigger floors above

yeah the flow was also for the 1's & 2's being thrown outta upper windows which is also why the upper floors get closer, so you didnt throw it 1/2
