this sounds good.as someone w a b.s. in biology, looking at events its hard to tease out causes. perhaps the cities were healthier to begin with? more progressive? must study these things carefully but i think its good.

Participation budget exist also in EU, for example in Poland, although is mainly funded from EU's money

I live in Wyoming, and both towns I’ve lived in regularly vote to increase sales tax by 1% to fund parks and other public works.

There's a limit to the success of this. The UK Brexit vote is an example of the vote dynamics going wrong. BUT a fifth of budgets is also mathematically about right in terms of the influence participatory budgeting has without saturating general ignorance.
